Winkler County Sheriff's Office is the official jail-information contact named by the Loving County Sheriff. It is the likely physical holding and release point for a routine Loving arrest. A person may leave after posting bond, receiving a personal bond, completing time, obtaining a dismissal or release order, or discharging a sentence. Those events can return the person to the community. The case itself may remain open after a bond release, so release should not be confused with dismissal.
Other departures are continued custody. Extradition, transfer to another county, commitment to the Texas Department of Criminal Justice, delivery to federal authorities, or an ICE transfer all move responsibility to a new agency. The February 2026 Loving sheriff report described a person sent from Winkler to Ellis County. That local example shows why absence from a jail is not proof of freedom. The strongest county-jail proof joins three facts: exact time of departure, authority for departure, and destination. A bond order, dismissal, plea, judgment, sentence, jail credit, warrant, revocation, or transfer entry can explain the legal authority. It still does not replace Winkler's physical release timestamp. Court action may precede processing, and a future docket entry is not proof that someone crossed the facility exit.

The key facility fact is the absence of an operating Loving County jail. The Texas Commission on Jail Standards lists Loving among closed-jail counties that board their small jail populations elsewhere, and Loving's own sheriff page directs questions to Winkler. That arrangement creates two custodians and moves the likely physical release point from Mentone to Kermit.
Do not travel to the Loving sheriff's Mentone office expecting a jail release desk. No official Winkler exit door, waiting area, property-pickup desk, family meeting point, bus stop, rideshare policy, or release cadence was identified. Call before travel. Confirm that processing is complete, the person has actually returned to the community, and where pickup may occur. A signed order or expected bond does not guarantee that physical processing has finished.
The facility address is 1300 South Bellaire Street, Kermit, Texas 79745. Published administrative hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., but those are not a promise that release inquiries or releases follow the same schedule. Winkler Release Time Evidence
The retained release order and exact release time are the core historical proof. Identity verification matters because similar names can lead to the wrong booking. The property receipt can corroborate that the physical release sequence finished, while the account record may show final disposition. Continued-custody papers are equally important when a person was extradited or transferred. The booking record connects those events to the original arrest, charges, warrant, and booking number.
An official Loving report from December 2025 described people transported to Winkler and later out on bond. It is a useful example of return to the community while the court case continues. A commercial page labeled “Loving County Jail roster” conflicts with the current government sources if it implies a working local jail. Treat it as an unverified lead.
