A Loving County VINE inmate check now begins with Texas IVSS, not the old county VINELink workflow. The right portal depends on whether one specific person is in county jail custody or the Texas prison and parole system. Search identifiers, facility context, and event wording all matter. A Loving County release alert can corroborate a reported custody change, but an alert does not replace the jail’s exact release record. Transfers must also be distinguished from a return to the community.

Loving County IVSS Replaced VINE

Texas county VINE transitioned to Texas IVSS-Counties on September 1, 2025. Existing registrations migrated, and first login may require a password update. Current county users follow an account and password flow. Older Texas instructions that direct users to VINELink, 1-877-TX4-VINE, and a four-digit PIN are historical. They should not be used unless the current live portal itself asks for one of those details.

The Texas Attorney General victim-notification page is the official starting point and participation checker. County participation must be confirmed in the current interface. Loving County boards routine detainees with Winkler County, so match the person to the actual jail custodian instead of looking for a nonexistent open Loving jail.

Current-system rule: use Texas IVSS-Counties for participating county-jail events and TDCJ IVSS for state prison, parole, and mandatory-supervision events.

Search Loving County Inmate Alerts

County IVSS is not a complete historical release archive. If the record disappears, the Winkler release order and Loving court cause are more durable sources.

Register Loving County Release Alerts

Registration follows the options shown by the current service. Existing registrations were reported as migrated, but users may need to update credentials. Registration should focus on the exact person, not a broad list.

  1. Follow the OAG link to the current IVSS-Counties account page.
  2. Create an account or sign in, completing any required password update.
  3. Search for and select the exact person after comparing identifying details.
  4. Choose the available phone, text, or email events and delivery preferences.
  5. Finish the confirmation process and save proof that registration was accepted.
  6. Update contact information if a number or email address changes.

Notification delivery can lag the underlying event. Do not travel based only on an expected alert. Confirm that release has physically completed and ask where pickup should occur. Loving directs jail inquiries to Winkler’s operation in Kermit, not to the Mentone sheriff office.

Loving County TDCJ IVSS Check

TDCJ IVSS is a separate state service. It covers people in TDCJ custody or on parole or mandatory supervision. Events can include release, discharge, parole review or decision, supervision warrants, and return to custody. Registration is confidential.

  1. Create or access the TDCJ IVSS account.
  2. Search for the state offender and compare the TDCJ number, SID, identity, and case details.
  3. Select the correct person and offered notification events.
  4. Choose delivery methods and complete confirmation.
  5. Contact TDCJ Victim Services at 800-848-4284 or victim.svc@tdcj.texas.gov for assistance.

The TDCJ Offender Search remains the public record check for status, location, offense, Projected Release Date, actual release information, and parole office. A projected date is not an event notice. Use Release Date Lookup to interpret those date fields.

Loving County Transfer Alert Meaning

Departure from one facility can be continued custody. Local records document this risk. A February 2026 Loving Sheriff report said a person transported to Winkler was later extradited to Ellis County. That person left the Winkler facility but was not released into the community.

When IVSS reports a transfer, record the receiving authority. Search TDCJ after a state transfer. Contact the named county after an extradition. A federal handoff may require the court docket, USMS records, or BOP locator. ICE ODLS applies only when immigration custody is actually indicated. A transfer alert should never be shortened to “released.”

Loving County Alert System Limits

Neither county nor TDCJ IVSS covers every custody system. BOP has its own federal inmate locator. USMS has no public released-detainee locator, so a federal court docket and records request may be needed. ICE uses its Online Detainee Locator and information line. A not-found result in any one system does not clear all other holds or custody.

General Loving Sheriff email alerts are also different. They announce newly posted website items. They do not follow a selected person’s custody events. The sheriff app was still advertised as coming soon in the researched source, and no inmate or release function was promised. Do not substitute either channel for IVSS or a jail record.

Verify Loving County Release Alerts

After an alert, obtain the source record. Winkler County should hold the authorized release order, exact date and time, reason, bond entry, and transfer destination for its jail phase. Loving County may hold the arrest report and cause identifiers. The clerk’s docket can show bond, dismissal, judgment, or sentence, but not the exact moment the jail acted.

For TDCJ, compare the alert with the offender search’s actual release date, current status, and parole office. If the live record lacks older detail, use the TDCJ Public Information Act route for release or discharge documentation. Notifications are valuable because they prompt a timely check. The originating record remains the proof.

Does a release alert end supervision? No. A parole or mandatory-supervision release begins community oversight while the sentence continues. Check Post-Release Supervision for the assigned authority.

Loving County Notification Follow-Up

A notification works best when registration details remain current. Save confirmation, review selected events, and update the phone number or email address after any change. If an expected message does not arrive, inspect the account and search again before concluding that no event occurred. Delivery failure, participation, data timing, and movement to another system can affect the result.

For a county event, ask Winkler for the booking number, release order, exact date and time, release type, bond entry, and destination. Loving can provide its arrest report and cause identifiers. The court docket can explain whether bond, dismissal, judgment, or sentence led to the jail action.

For a state event, match the TDCJ alert to the offender record. An actual release date plus parole-office status indicates prison departure followed by supervision. A parole-review notice is not approval, and approval is not physical release.

IVSS registrations are confidential under TDCJ guidance. Use the official account and Victim Services channel rather than sharing credentials. The service follows selected events. It is not a full court file or a historical list of all Loving County releases.
